ECC Highway
Project

I developed and updated a resource- and cost-loaded programme for an 8 km highway—integrating chainage planning, traffic management, utilities, procurement, structures, testing and handover.

Scope translated into a
coordinated delivery strategy.

The WBS covers the complete highway lifecycle and includes contractual milestones from the outset. Project completion was baselined for 25 March 2027, with the bridge planned to open to construction traffic on 21 January.

02 / Sectional & chainage planning

Four work fronts.
One controlled alignment.

Linear infrastructure must be planned geographically as well as logically. Dividing the route into four sections represents resource movement and allows each front and interface to be controlled independently.

Remaining
For linear infrastructure, I considered both activity logic and location—allowing different work fronts and interfaces to be planned independently.

03—05 / Logic & interfaces

Permanent works depend
on enabling conditions.

The programme connects physical sequencing with drainage, material availability, traffic access and utilities. It does not assume earthworks can proceed independently.

Traffic

Utilities

06 / Resource loading

A programme grounded
in delivery resources.

Labour and construction plant were assigned at activity level. The dataset contains 403 assignments across 123 activities using 21 resource types, with status captured as completed, in progress or not started.

07—11 / Baseline & progress update

Retain the plan.
Record reality. Forecast.

The baseline preserves the approved strategy while the 30 November 2026 update distinguishes actual, remaining and critical remaining work. Analysis then moves from project to WBS, section and activity.

Remaining

A completion-date movement identifies a programme issue. Useful analysis identifies the work fronts and activities driving the forecast.

11 / Cost visibility

Cost reviewed in the
context of progress.

ACTUAL COST£1.048mAt 30 Nov data date
BUDGETED COST£5.298mTotal programme

Actual cost divided by budget is expenditure-to-date—not automatically physical progress or cost performance. Earned-value data would be required for that conclusion.

12 / Testing & handover

Planning beyond
physical construction.

  • Pavement density / core testing
  • Drainage CCTV and testing
  • Lighting testing
  • Road Safety Audit Stage 3
  • Defects and rectification
  • As-builts, O&M and H&S file
  • Final inspection

13 / What this project demonstrates

01

Linear planning

How should works move along the route?

The 8 km alignment is divided into chainage sections with repetitive operations planned across multiple fronts.

02

Interfaces

What must happen before each front proceeds?

Earthworks, drainage, pavement, utilities, structures, procurement and traffic management are connected through logic.

03

Resources

What is required to execute the programme?

Labour and plant assignments represent the operational requirements of the construction strategy.

04

Control

Is the project following the baseline?

Actual and remaining work are updated against the retained baseline at project, WBS, section and activity level.

My planning approach combines construction methodology, location, logic, resources and actual progress to produce a programme for decision-making—not simply presentation.

15 / Project outcome

From highway scope
to controlled delivery.

The project demonstrates practical capability in WBS development, chainage planning, construction sequencing, traffic and utilities coordination, procurement, critical path, resource and cost loading, baseline management, progress updating and forecast reporting.
